Minutes: Mayor Louis Sanders called the November 13, 2025, Village of Attica Council regular meeting to order at 7:30PM.
Roll Call: Ed Beamer, Owen Best, Nicole Lenhart, Jim Gray, Keith Hopple, Kirk Stanfield
Others Present: Village Administrator Shock and Maintenance Supervisor Scott, Solicitor Niedermeier
Absent: None
Approval of Warrants: Motion by Councilman Best to approve the warrants for payment, seconded by Councilwoman Lenhart. Vote: 6-0, motion carried.
Approval of Minutes: Motion by Councilman Best to approve 10/23/25 regular meeting minutes, seconded by Councilwoman Lenhart. Vote: 6-0, motion carried.

Finance and rule: Fiscal Officer noted cash balance of $973K.
Resolution 2025-18 amending appropriations to increase budget by $50,500 was presented. Councilman Beamer made motion to suspend the three-read rule, declare and emergency and approve. Councilwoman Lenhart seconded the motion. Vote 6-0, motion carried.

Water & Sewer:
Councilman Beamer provided an update on the water regionalization project noting that land acquisition negotiations had come to a impasse after the previous meeting on 10/23/25 when Ord 2025-17 was passed (land purchase agreement). Councilman Beamer noted that as negations halted a new plan has been set forth with the Village’s Engineer and the EPA’s blessing. That plan being, no land being acquired by the Village and no chemical feed building being built, but utilizing the base of the water tower to add the systems needed to process water as it comes in from Northern Ohio Rural Water. This plan change will cause more water line installation as the incoming line from Northern Ohio rural Water will need to go all the way to the water tower rather than just to the east end of town as originally planned. Councilman Beamer noted that the increased water line costs is offset by no longer needing to purchase eland or construct a building. This new plan will also give the Village the ability to install a new valve at the water tower allowing the tower to be completely filled.
Councilman Best made motion to suspend the three-read rule, declare and emergency and approve Ord 2025-20, legislation revoking the authority granted in 2025-17 (land purchase agreement). Councilwoman Lenhart seconded the motion. Vote 6-0, motion carried.
