Minutes: Mayor Louis Sanders called the November 24, 2025, Village of Attica Council regular meeting to order at 7:30PM.
Roll Call: Ed Beamer, Owen Best, Nicole Lenhart, Jim Gray, Keith Hopple, Kirk Stanfield
Others Present: Village Administrator Shock and Maintenance Supervisor Scott
Absent: None
Approval of Warrants: Motion by Councilman Beamer to approve the warrants for payment, seconded by Councilman Best. Vote: 6-0, motion carried.
Approval of Minutes: Motion by Councilman Best to approve 11/13/25 regular meeting minutes, seconded by Councilman Gray. Vote: 6-0, motion carried.

Personnel: Councilman Gray provided an update on behalf of Water Superintendent Rosemark, notably requesting to hire Andrew Pickworth a Class III water operator to cover part time and replace the hours of Orin who can’t make the long commute in the poor weather and winter months. Councilwoman Lenhart inquired on why we need another water operator when our maintenance employee, Will, needs hours to work towards his water license. Councilman Gray noted this new hire is only taking Orin’s hours and wouldn’t be a true staffing addition while also noting that he confirmed with Mark that Will gets the hours he needs. Councilman Best noted that the village shouldn’t be turning away any licensed operators as they are hard to come by. Councilman Beamer noted that council should show support for Water Superintendent Rosemark as he is helping the Village improve its standing with the EPA and helping with the regionalization project. Councilman Gray so moved to offer Andrew Pickworth a part time water operator position at $45/hr. Councilman Beamer seconded the motion. Vote 5-1 with Councilwoman Lenhart opposed, motion carried.

Finance and rule: Fiscal Officer noted cash balance of $951K.
Fiscal Officer Phillips provided an application for a liquor license for the American Legion Post 260 for the location of 105 West Tiffin St. Councilwoman Lenhart moved to not request a hearing or present opposition to the application, Councilman Gray seconded the motion, vote 6-0, motion carried.
Ordinance 2025-19 (2026 Budget & Appropriations) 2nd reading.
Water & Sewer: Maintenance Supervisor Scott provided an update on the regionalization project noting the led line to be used for the corrosion control study has been harvested and provider to Makeever & Associates.

Train Derailment: None
Unfinished, Old Business and New Business: Maintenance Supervisor Scott provided updates on meter changes throughout town, and the potential interest from the City of Bucyrus and Village of Bloomville in purchasing excess meters the Village has.

Motion by Councilwoman Lenhart, seconded by Councilman Hopple to adjourn the meeting. Time: 8:16 PM. Vote: 6-0, Motion carried.
