Minutes: Mayor Louis Sanders called the December 11, 2025, Village of Attica Council regular meeting to order at 7:30PM.


Roll Call: Ed Beamer, Owen Best, Nicole Lenhart, Jim Gray, Keith Hopple, Kirk Stanfield  

Others Present: Village Administrator Shock, Solicitor Niedermeier, and Maintenance Supervisor Scott 

Absent: None

Approval of Warrants: Motion by Councilman Best to approve the warrants for payment, seconded by Councilman Hopple. Vote: 6-0, motion carried.

Approval of Minutes: Motion by Councilwoman Lenhart to approve 11/24/25 regular meeting minutes, seconded by Councilman Gray. Vote: 6-0, motion carried. 

Written & Oral Communication: Cindy Brookes and Alexis Lowe of RCAP provided results of the water loss audit for 2024 noting water loss of 60.5% based on water production of 46.537 million gallons and billed / sold water totaling only 18.384 million gallons. Alexis noted she expects the water loss number to naturally improve in 2025 as data validity has improved. 

Resident Kristen Best thanked council and staff for their work for the community and provided cookies for the holiday season.

Trees: Village Admin Shock noted contractor Bill Sowers will be in town next week to remove previous discussed trees. 

Fire: None

EMS: None

Personnel: None

Zoning Commission: None

Finance and rule: Fiscal Officer noted cash balance of $1.025M. 

Ordinance 2025-19 (2026 Budget & Appropriations) 3rd reading. 

Councilman Best moved to declare an emergency and adopt Ord 2025-19, Councilwoman Lenhart seconded the motion, vote 5-1 with Councilman Stanfield opposed, motion carried. 

Water & Sewer: Councilman Beamer noted he talked to Cindy with RCAP and Dylan with Makeever & Associates and the regionalization project is moving along. 

Village Website & IT: None

Train Derailment: None

Unfinished, Old Business and New Business:   Maintenance Supervisor Scott provided updates on projects around town, noting fire extinguishers throughout town being surveyed and tested. 

Executive Session: Councilwoman Lenhart moved to enter executive session to discuss personnel, Councilman Best seconded the motion, vote 6-0, motion carried at 8:36 PM. 

Councilman Best moved to exit executive session, Councilwoman Lenhart seconded the motion, vote 6-0, motion carried at 9:05 PM.

Next meeting: Regular meeting on Monday, December 22nd at 7:30 PM.

Motion by Councilman Best, seconded by Councilwoman Lenhart to adjourn the meeting. Time: 9:05PM. Vote: 6-0, Motion carried.
