Mayor Nathan Frisch called the March 25, 2021 Village of Attica Council regular meeting to order at 7:33
PM.

Approval of Warrants: Motion by Councilman Yakoubian, seconded by Councilman Love to approve the
warrants for payment. Vote: 6-0. Motion carried.

Approval of Minutes: Motion by Councilman Bulger, seconded by Councilman Sanders to approve
minutes. Vote: 6-0. Motion carried.

Written & Oral Communication: Resident Deb Briggs was present to file a certified copy of ORD 2020-
14 with the clerk and announce intent to file a referendum on the ordinance. Resident Ed Beamer was
also present to verify hours for the clerk on Thursday, 4/1/21 to accept the filing. Hours were confirmed
for 9a-4p for that day. Beamer expressed that he is opposed to the tax and questioned whether or not
all of Council actually read the entire ordinance. Beamer supports the referendum but did note that
some good things do happen in the Village; streets do a great job. Resident Tony Wurm was also present
to support the referendum and again questioned Council on what the funds would be used. Council
explained and also offered a sheet previously passed to Council from the Village Administrator on how
he sees the funds should be spent. Mayor Frisch explained that the Village needs to be proactive not
reactive, and the money would be used for things like streets and park improvements.

Public Safety: Mayor Frisch presented the proposed letter from the Seneca County Sheriff regarding
the trade of police vehicles and equipment for service hours from the Sheriff’s office. In order to move
forward with the agreement, Council needs to approve Mayor Frisch to enter into the contract. The
contact would provide for limited hours of patrol, serving ordinances and evidence technician hours to
go through the evidence room.
1st Read: ORD 20201-4: AN ORDINANCE AUTHORIZING THE MAYOR OF THE VILLAGE OF ATTICA TO
ENTER INTO AN AGREEMENT WITH THE SENECA COUNTY SHERIFF REGARDING POLICE PROTECTION
SERVICES AND EQUIPMENT AND DECLARING AN EMERGENCY.
Motion by Councilman Sanders, seconded by Councilman Bulger to suspend the three-read rule on ORD
2021-4. Vote: 6-0. Motion carried.
Motion by Councilman Sanders, seconded by Councilman Bulger to declare an emergency on ORD 2021-
4. Vote: 6-0. Motion carried.
Motion by Councilman Sanders, seconded by Councilman Bulger to adopt ORD 2021-4. Vote: 6-0.
Motion carried.

Streets & Properties: VA Martin advised that potholes are showing up and will be fixed as weather and
manpower permits. With the Village being down an employee, things may not be completed as quickly
as before. It was also noted that brush pickup has started but can’t be guaranteed to be picked up every
week, depending on manpower. Residents can also take brush back to the pile, if they are able.

Parks: Councilman Love requested a portalet be placed at the parks, specifically requesting a handicap
accessible unit at Myers Park, and noting the cost is a bit higher for that type.
Motion by Councilman Love, seconded by Councilman Bulger to place an accessible portalet at Myers
Park beginning April 1st. Vote: 6-0. Motion carried.
Councilman Yakoubian inquired about trash dumpsters and whether they are set to be placed for the
season. FO Gullett will follow up with Rumpke on that.
VA Martin requested that the water at the ball diamond not be turned on until the weather is better and
no fear of freezing pipes.
Councilman Love also spoke to the baseball club about any needs, and they indicated picnic tables. VA
Martin stated that we still had some of the new tables purchased last year available, so that should take
care of the request.

Trees: none

Fire: Councilman Bulger reported: had meeting, paid bills, 13 runs since last meeting.

EMS: Seneca County Commissioner Tony Paradiso was present, along with two other representatives
from AVR EMS. Paradiso explained more details on the proposed merger with Bloom-Scipio for EMS.
Venice and Reed Townships are already on board with the merger, and Attica needs to make a decision
on the matter to continue. If approved, agreed and presented to the Budget Commission by 8/1, funds
from the districts would combine for the newly formed district. In the future, there would be a central
location for dispatching. A seven-person board would control decisions for the district, with a rotating
chair. Councilman Love added that AVR has talked about needing fulltime help during the day, the house
in Attica that the EMS has would continue, and the new clerk for AVR is working on wage budgets to hire
new EMTs as soon as they are trained. It was asked what would happen to the coordinator position at
AVR, and confirmed that it would be dissolved after the merger, as the Bloom-Scipio coordinator has the
experience in scheduling coverage in the manner needed.
Motion by Councilman Love, seconded by Councilman Bulger to support the AVR EMS’s merge with
Bloom-Scipio EMS. Vote: 6-0. Motion carried.

Cemetery: none

Personnel: Councilman Love reported there have been six applicants so far for the general maintenance
position, and interviews would be starting soon.

Zoning Commission: none

Finance & Rule: Cash balance of all funds $ 1,351,518.08.

Water & Sewer: Don Feller from Envirolink was present to explain their services to Council. He has been
in contact with VA Martin and W/WW Super Weis regarding the manpower issues the Village is facing.
The company offers temporary staffing, utility management, and consulting services. Feller mentioned
that Envirolink could potentially help with restructuring instead of selling operations, but that they could
also be an interested buyer if the Village decided to sell.

Village Website & IT: none

Unfinished, Old Business and New Business: Councilman Love stated that a decision needs to be made
on the pool. She followed up with the Health Department, and the license deadline has been pushed
back to July. VA Martin stated there may not be manpower to get the pool up and running, and it may
have to be hired out.
W/WW Super Weis stated that Jeret Halbeisen has agreed to come back on a part-time basis on
weekends if we don’t have anyone in place. This is only meant to be temporary and only because he
wants to help out the Village until someone is hired. It was noted that his pay would be the same, and it
should be done by ordinance if all other hires were done by ordinance. To be discussed at the next
meeting.
