Mayor Nathan Frisch called the April 8, 2021 Village of Attica Council regular meeting to order at 7:39
PM.

Roll Call: George Yakoubian, Ed Treft, Kirk Stanfield, Louis Sanders, Lynn Love

Others Present: Village Administrator Greg Martin

Approval of Warrants: Motion by Councilman Yakoubian, seconded by Councilman Love to approve the
warrants for payment. Vote: 5-0. Motion carried.

Approval of Minutes: Motion by Councilman Love, seconded by Councilman Sanders to approve
minutes. Vote: 5-0. Motion carried.

Written & Oral Communication: none

Public Safety: Mayor Frisch stated that the sheriff’s office will start inventorying the evidence room on
April 21st.

Streets & Properties: VA Martin advised that cold patch has been purchased and loaded in the truck,
waiting on the weather to get it done. Also stated that no brush pickup would be done until the cold
patch is unloaded from the truck.
VA Martin also noted that a resident of the Village expressed that the intersection in question from
earlier this year should be made into a 4-way stop, citing that children often play in the alley. Resident
Lance Drummond voiced that children shouldn’t be playing in the alley. Councilman Yakoubian recalled
that the intersection was to be turned into a 4-way stop temporarily before changing the directions.
Yakoubian also stated that a yield sign wouldn’t do much good if there are any children in the alley and
not paying attention. VA Martin stated that the additional signs had not yet been placed, due to the
frozen ground.
Motion by Councilman Yakoubian, seconded by Councilman Love to make the intersection of alleys, near
High and 224, a permanent 4-way stop. Vote: 5-0. Motion carried.

Parks: Councilman Love stated that the baseball club expressed thanks for the disinfecting equipment, a
portalet has been placed at each park, and inquired about seasonal dumpsters for May 1st. FO Gullett
advised that she reached out to Rumpke earlier today to confirm the status of the seasonal dumpsters.
Councilman Love also stated that Council needs to discuss the status of the Village pool. At this time, she
does not feel that we have enough manpower to get it up and running, as well as maintained
throughout the season. Lifeguard training classes are unknown at this time, as well. A new employee for
the Village will be hired soon if all works out, but he will need to be trained over the summer.
Councilman Stanfield asked if the former pool manager was still available and interested, and it was
confirmed she was. It was discussed that in order to get the pool up and running, it would require the
pool to be drained, cleaned, repaired, and check for leaks. It would also require two lifeguards on duty
at all open times. At the last meeting, it was mentioned that maybe we could outsource the opening
maintenance, but VA Martin does not know for sure of a company in the area to do that. Reporter
Bonnie Daniel also mentioned that there would be a competition for swimmers this summer, as Tiffin
was planning to make swimming free for Tiffin residents and passes just $10 for county residents.
Resident Lance Drummond asked if anyone looked into maybe borrowing lifeguards from Tiffin.
Councilman Love stated that she has not, but also that hiring a new Village worker is priority right now.
Motion by Councilman Sanders, seconded by Councilman Yakoubian to not open the pool for the 2021
season. Vote: 3-2, with Councilmen Treft and Stanfield voting no. Motion carried.

Trees: Tree Commission Member Lance Drummond stated that he has spoken to Tiffin Tree Service to
do some tree trimming around the Village, but they do not do stump grinding. They are to be faxing over
insurance information.

Fire: none


EMS: Councilman Love reported: no meeting this week, a fulltime crew started in Republic yesterday on
12-hour shifts.


Cemetery: none

Personnel: Councilman Love reported that the Personnel Committee has conducted interviews for the General Maintenance Worker, and she is checking references for one of the applicants. If all checks out, he will likely be the one chosen to hire. Love also stated that the Village might need a lawn mower for the summer, because the new hire will be tied up with training over those months. VA Martin stated that he had already spoken to someone who might be interested in mowing some evenings on a parttime basis. Love and Martin will discuss further the details on what is needed. FO Gullett advised that after looking at records, and speaking to the solicitor, hiring by motion is acceptable for bringing Jeret back part-time to train. VA Martin added that he would like Jeret to be the one to train the new hire on reading meters, and that Jeret has to sign an agreement with his new job that they come first. Motion by Councilman Love, seconded by Councilman Sanders to hire Jeret Halbeisen back on a parttime basis, effective 4/17/21, at the rate of $21 per hour. Vote: 5-0. Motion carried.

Zoning Commission: VA Martin stated that there are a lot of zoning things going on right now, including a new business coming to town.

Finance & Rule: Cash balance of all funds $ 1,405,174.60. The March Bank Reconciliation was passed for review and approval. FO Gullett gave an update: still haven’t heard anything on the American Recovery Plan details, waiting on AOS approval for the audit to be AUP or full, no new work has been done at the Veterans Park this year yet.

Village Income Tax: none Water & Sewer: March Utility Adjustment Report was passed for review and approval. VA Martin advised that Hach has been sending the pieces needed for the turbidity meter project in several shipments. Will be completed when everything has arrived.
