Mayor Nathan Frisch called the April 22, 2021 Village of Attica Council regular meeting to order at 7:33
PM.

Roll Call: George Yakoubian, Ed Treft, Kirk Stanfield, Louis Sanders, Lynn Love, Tim Bulger

Others Present: Village Administrator Greg Martin, Solicitor Heather Niedermeier Heyman

Approval of Warrants: Motion by Councilman Yakoubian, seconded by Councilman Love to approve the
warrants for payment. Vote: 6-0. Motion carried.

Approval of Minutes: Motion by Councilman Bulger, seconded by Councilman Sanders to approve
minutes. Vote: 6-0. Motion carried.

Written & Oral Communication: Resident Ed Beamer was present to observe and stated that he is
working with VA Martin on a zoning issue for Cheryl Thomson’s fence and portable structure.
Public Safety: Mayor Frisch stated that the sheriff’s office has started working on the evidence room,
and it is going as expected. Councilman Love asked if we are keeping the firearms. Mayor Frisch advised
that yes, we are keeping those that are owned by the Village. We will need to decide what to do with
them.

Streets & Properties: VA Martin advised that potholes have been patched where possible.

Parks: Councilman Love stated she is waiting on a schedule from the baseball club, as she would like to
plan a car show at the park this summer.
Trees: Tree Commission Member Lance Drummond stated he contacted two tree service companies and
is hoping to get some tree trimming done soon, then maybe some planting after that.

Fire: Councilman Love reported: had meeting, paid bills.

EMS: Councilman Love reported: had meeting, paid bills, scheduling a meeting with Bloom-Scipio to talk
about moving forward with the merger.

Cemetery: none

Personnel: Councilman Love reported that they found a general labor worker, Dakota Conley. He
worked the weekend with Jeret so far and would be starting a regular schedule after working a notice
with his current job. He would be replacing Jeret’s duties, so he would mimic pay budget percentages.
There has only been one additional application for the Operator position. Love also stated that after
speaking with Councilman Bulger, VA Martin and W/W Super Weis, we may need someone to help with
mowing this summer. The new hire will be focusing on training and other things. Glen Wise is possibly
interested. Love suggested maybe $12/hour, just on a part-time basis to get us through summer. VA
Martin stated that he has spoken with Glen about what would be needed, which would be things other
than the ballfields.
Motion by Councilman Love, seconded by Councilman Sanders to hire Dakota Conley on a fulltime
status, effective 4/16/21, at a rate of $15.00 per hour. Vote: 6-0. Motion carried.
Councilman Yakoubian reported some findings on the Envirolink company who presented at an earlier
meeting. Temporary staffing for an operator from Envirolink would be $9750 a month, which would
include 6 hours a day, up to 30 hours a week. This comes out to $117k a year, which is more than what
we currently pay in wages for Greg and Gary combined. Yakoubian also added that the new hire at
$15/hour is still more than what we last paid a chief of police.

Zoning Commission: VA Martin stated that there are a lot of small zoning things going on right now.

Finance & Rule: Cash balance of all funds $ 1,396,825.47. We received word that our audit will be an
AUP audit and will be starting soon. FO Gullett recently attended the Local Government Officials
conference virtually online. OBM will have some upcoming webinars about the American Rescue Plan.

Village Income Tax: Resident Ed Beamer asked what was going on with the income tax and referendum.
FO Gullett advised that right now it is at a standstill. The referendum was filed with the Village, and that
will then be sent to the Board of Elections to be reviewed and verified. The Village is looking into what
all we need to do or can/can’t do, as this is a process that none of us have been through before.

Water & Sewer: VA Martin advised that the parts for the turbidity project are coming in, and Hach will
come onsite to install and train once everything is in.
Mayor Frisch advised that we received a proposal from Arcadis to do the valuation of utility operations.
The price to get the valuation done is $25,000. It will be asked if we can use the USDA debt reserve
funds to pay for the valuation, as that is money set aside for final payments in 2047/8, but it would have
to be approved by the USDA. VA Martin advised that he had just attended some RCAP training recently,
and the trend seems to be encouraging populations of under 10K to merge or consolidate. Mayor Frisch
stated that the EPA’s goal is basically to have less systems to monitor and encourages smaller systems to
merge together.
Motion by: Councilman Yakoubian, seconded by Councilman Bulger to approve the Arcadis proposal and
contract for water systems valuation, at the cost of $25,000. Vote: 5-1, with Councilman Stanfield voting
no. Motion carried. Stanfield feels that we can do it ourselves for free.

Village Website & IT: none

Unfinished, Old Business and New Business:
Motion by: Councilman Bulger, seconded by Councilman Love to enter into executive session at 8:14pm
to discuss upcoming litigation, with Councilman Stanfield excused from the session. Vote: 5-0, with
Councilman Stanfield abstaining. Motion carried.
Motion by: Councilman Bulger, seconded by Councilman Sanders to exit executive session at 8:23pm.
Vote: 5-0. Motion carried.
