Mayor Nathan Frisch called the May 13, 2021 Village of Attica Council regular meeting to order at 7:34
PM.

Roll Call: George Yakoubian, Kirk Stanfield, Louis Sanders, Lynn Love, Tim Bulger
Others Present: Village Administrator Greg Martin

Approval of Warrants: Motion by Councilman Yakoubian, seconded by Councilman Love to approve the
warrants for payment. Vote: 5-0. Motion carried.

Approval of Minutes: Motion by Councilman Bulger, seconded by Councilman Love to approve minutes.
Vote: 5-0. Motion carried.

Written & Oral Communication: Resident Deb Briggs was present to observe, noted that the banners
put up by the Legion look awesome.

Public Safety: Mayor Frisch stated that the sheriff’s office is over half done with inventory of the
evidence room.

Streets & Properties: VA Martin stated that we received some signs, need to be put up.

Parks: Councilman Love reported the seasonal dumpsters were dropped, but the one at Seneca Street
needs to be moved back by the building. Also stated that the ball club asked for the fence to be sprayed
for weeds. VA Martin advised it will be as weather permits.
Councilman Love brought up Glen Wise as a possible part-time seasonal mower again. VA Martin
advised he can start sometime next week. Councilman Stanfield expressed we should be doing the
mowing ourselves and asked why we needed someone. VA Martin advised that the new hire will be tied
up learning the job, and he will be tied up training him.
Motion by: Councilman Love, seconded by Councilman Bulger to hire Glen Wise on a part-time status for
seasonal summer help with mowing, effective 5/17/21, at a pay rate of $12.00/hour. Vote: 4-1, with
Councilman Stanfield voting no. Motion carried.

Trees: Tree Commission Member Lance Drummond reported: walked around with tree companies to
look at what needs done, prices are a little high, going to keep talking to others.

Fire: Councilman Bulger reported: had meeting, paid bills, 6 calls since last meeting, Chief Jaynes sent a
letter to ball clubs letting them know the fire station would be opened as an emergency shelter in the
event of inclement weather. VA Martin will get pricing on signs that can put this information at the
ballfields. Councilman Bulger also reported that the siren at the fairgrounds is not working, and VA
Martin suggested that Sound Systems maybe worked on it the last time.

EMS: Councilman Love reported: had meeting, paid bills, next meeting is 5/26 at 6:00pm in Republic to
discuss the potential merger and issues/questions arising in the process.

Cemetery: Councilman Sanders reported that the mausoleum needs fixed and they will be looking at
pricing.

Personnel: none

Zoning Commission: none

Finance & Rule: Cash balance of all funds $ 1,427,918.65. FO Gullett passed an update on debt balances
to Council for review. Also passed RES 2021-5 AMENDED PERMANENT APPROPRIATIONS FOR 2021, with
suggestion passed as emergency to move forward with Arcadis project that was approved at the last
meeting, as they are scheduled to come on site 5/19.
Motion by: Councilman Love, seconded by Councilman Bulger to suspend three-read rule on RES 2021-5.
Vote: 5-0. Motion carried.
Motion by: Councilman Love, seconded by Councilman Bulger to declare an emergency on RES 2021-5.
Vote: 5-0. Motion carried.
Motion by: Councilman Love, seconded by Councilman Bulger to adopt RES 2021-5. Vote: 5-0. Motion
carried.

Village Income Tax: none

Water & Sewer: VA Martin stated that the Village recently had a sanitary sewer survey completed. It
went well. Martin also stated that the new hire, Dakota, has another week to get his temporary lab
certification, which will be valid until we renew next year.
VA Martin advised that Arcadis would be coming in Wednesday, 5/19/21 at 9:00am.
