Mayor Nathan Frisch called the May 27, 2021 Village of Attica Council regular meeting to order at 7:32
PM.

Roll Call: George Yakoubian, Kirk Stanfield, Louis Sanders, Lynn Love, Tim Bulger, Ed Treft
Others Present: Solicitor Heather Niedermeier Heyman

Approval of Warrants: Motion by Councilman Yakoubian, seconded by Councilman Love to approve the
warrants for payment. Vote: 6-0. Motion carried.

Approval of Minutes: Motion by Councilman Bulger, seconded by Councilman Love to approve minutes.
Vote: 6-0. Motion carried.

Written & Oral Communication: Resident Ed Beamer asked if Council had a breakdown of the
estimated income tax revenue on what was coming from residents living in the Village versus employees
working in the Village. It was explained that the estimate is a formula that RITA completed and is just an
estimate. They use census data and other general information to formulate the estimated revenue. We
can ask if they have those numbers broken down somewhere, but it’s likely they do not.
Resident Deb Briggs was present to observe, asked if the referendum was filed at the Board of Elections
yet. FO Gullett advised it is on the calendar for 6/3. It just has to be filed 90 days prior to the election,
and this date is well ahead of that deadline. The only thing needing immediate action was the $10 fee,
which was paid already after the filing with the Village.

Public Safety: Mayor Frisch stated that the sheriff’s office is about 75% done with inventory of the
evidence room. Councilman Bulger asked if there was any way we could ask the sheriff to patrol a little
more in town. There are several instances of people running red lights and other things.

Streets & Properties: Councilman Treft asked if anything was decided on a clean up day. Mayor Frisch
advised it was decided against, due to high costs. It was noted that residents can take items to the
landfill, that Rumpke is not as flexible on what items they will take, and Council had priced curbside
pickup. Costs could potentially be less with just a dumpster drop, but that would also require someone
to monitor what is going into the dumpsters. We may also be able to look into having the dumpsters at
set hours and removed instead of overnight. Information on special recycling events comes from Ottawa
Sandusky Seneca Solid Waste District.
Councilman Stanfield noted there is a stop sign blocked by a bush or tree in the alley heading towards
Liberty Street.
Councilman Love noted that Renee Smith from the Seneca County Land Bank is looking for a list of any
properties for the land bank.

Parks: Councilman Love noted that some benches were stolen from the parks last year or the year
before and wondered if any of the remaining Coronavirus funds could be used to replace them.
FO Gullett stated that Village Hall received a call about shelter rental. Normally the rates are set in the
seasonal pay ordinance. Some discussion was had about how the shelter would be designated as rented
without the pool open. The pool manager used to monitor this. Will look into signage to put up that
shelter is rented for the day and for contacting Village Hall for rental. Rental of the space is a way to be
sure the space is reserved for a particular date. It was also suggested that the website have some sort of
rental form added.
Motion by: Councilman Love, seconded by Councilman Bulger to keep the shelter rental rate at $30 per
rental. Vote: 5-1, with Councilman Stanfield voting no. Motion carried.

Trees: none

Fire: Councilman Bulger reported: had meeting, paid bills, no runs since last meeting, invoices turned in
for subgrant monies, looking to put on a new firefighter and looking to repave the parking lot at the
firehouse.

EMS: Councilman Love reported: had meeting with commissioners in Republic, asked about the
scheduling of the two now fulltime employees and why no scheduling in Attica, still trying to find
clarification on what coverage will be and if time in Attica will be included.

Cemetery: none

Personnel: Councilman Love reported that Glen Wise has started with mowing help.
Councilman Bulger advised we recently received a resume for the water/sewer operator position.

Zoning Commission: none

Finance & Rule: Cash balance of all funds $ 1,463,484.87. All funds includes CDs and reserved or
restricted funds, and debt reserve funds. FO Gullett gave a quick update on the American Rescue Plan,
which was that there isn’t really much to say. Information is still coming out.
Village Income Tax: none

Water & Sewer: none

Village Website & IT: Resident Ed Beamer asked when minutes are updated to the website. It was noted
that minutes are not uploaded until approved, which is always at the next meeting. So, minutes will
always be a meeting behind.

Unfinished, Old Business and New Business: It was asked if there would be a Memorial Day parade in
town, and suggested to follow up with the Legion for that information.

PM. Vote: 6-0. Motion carried.
