Mayor Nathan Frisch called the June 10, 2021 Village of Attica Council regular meeting to order at 7:35
PM.

Roll Call: George Yakoubian, Kirk Stanfield, Louis Sanders, Tim Bulger

Others Present: Village Administrator Greg Martin

Approval of Warrants: Motion by Councilman Bulger, seconded by Councilman Yakoubian to approve
the warrants for payment. Vote: 4-0. Motion carried.

Approval of Minutes: Motion by Councilman Bulger, seconded by Councilman Sanders to approve
minutes. Vote: 4-0. Motion carried.

Written & Oral Communication: Resident Rhonda Martin was present on behalf of Sutton Bank to
announce a project the bank is funding. Sutton Bank is renovating the old basketball courts at the park
on Seneca Street. This will include new blacktop, hoops and backboards, painting and fencing. The bank
felt it would be something good for the community. VA Martin added that the Legion thinks it’s a great
addition to the park there. Martin will check with AEP to see if we can get a pole light over the area or
not. Mayor Frisch expressed thanks to Sutton Bank for the project.
Resident Tony Wurm was present to follow up on a few things. He asked if the referendum filing was
done on 6/3 as noted in the last meeting’s minutes. It was confirmed yes. He asked if the sheriff’s office
was finished with the evidence room. Mayor Frisch confirmed that there is one more thing to do and
they have an upcoming meeting to discuss that. Wurm also questioned a property needing mowed on
Eden Street and if the Village has hired some help yet. He also asked for clarification on some
information in the CCR report that went out to water customers.

Public Safety: none

Streets & Properties: VA Martin advised that signage was up in the alley voted earlier to become a 4-
way stop. Signs also went up at the parks for severe weather shelter locations and at the recycling area
that it is under surveillance. The sheriff’s office will be notified when illegal items are dumped.
Mayor Frisch asked about clearing the stop sign in the alley towards Liberty and that some
loading/unloading zone signs were needed in another area. Martin advised they will get to it.

Parks: none

Trees: none

Fire: Councilman Bulger reported: had meeting, paid bills, quite a few runs since last meeting, inquired if
the signal at the fairgrounds was fixed. VA Martin advised he may want to follow up with EOC, as
someone will need to send a signal to test it when getting repaired.

EMS: none

Cemetery: none

Personnel: none

Zoning Commission: none

Finance & Rule: Cash balance of all funds $ 1,410,817.71. All funds includes CDs and reserved or
restricted funds, and debt reserve funds. FO Gullett advised the referendum paperwork was filed with
the Board of Elections in Tiffin, and that she is reviewing the paperwork and invoices for the subgrant to
make sure everything is good to go before cutting a check for reimbursement.

Village Income Tax: none

Water & Sewer: VA Martin advised that parts from Hach are in and they are waiting to schedule the
install of the turbidity meters. Also Dakota will be taking a virtual lab certification course in July.

Village Website & IT: none
