Mayor Nathan Frisch called the June 24, 2021 Village of Attica Council regular meeting to order at 7:35
PM.

Roll Call: George Yakoubian, Kirk Stanfield, Tim Bulger, Lynn Love, Chad Legron

Others Present: Village Administrator Greg Martin, Solicitor Heather Niedermeier Heyman

Approval of Warrants: Motion by Councilman Yakoubian, seconded by Councilman Bulger to approve
the warrants for payment. Vote: 4-0. Motion carried.

Approval of Minutes: Motion by Councilman Bulger, seconded by Councilman Yakoubian to approve
minutes. Vote: 4-0. Motion carried.

Written & Oral Communication: Councilman George Yakoubian introduced Chad Legron as someone
interested in taking the remaining time of Ed Treft’s vacated seat. Some discussion was had on the
timing of Ed’s departure. Councilman Love expressed that she wasn’t aware of his resignation the night
it happened. Solicitor Heyman confirmed that it was still effective 5/27, as given by Treft. It was not in
the minutes of that meeting because it didn’t happen during the meeting. Council then had a chance to
ask Legron several questions about his background and interest in serving on Council.
Motion by: Councilman Bulger, seconded by Councilman Love to appoint Chad Legron for the remainder
of Ed Treft’s vacated seat, expiring 12/31/21. Vote: 4-0. Motion carried.

Public Safety: Mayor Frisch advised the evidence room is finished and contents have been transferred
to the sheriff’s office. A letter will need to be sent to the family of the car at the wastewater plant that
was being stored as evidence. Frisch also advised that the other police cruiser, the Crown Victoria, has
been stripped and is ready to be taken to scrap. Now that the sheriff’s office is finished with the
evidence room, they will be focusing on the agreed upon patrolling hours and service hours for the
Village. Their first target is going to be junk cars on properties.
Motion by: Councilman Love, seconded by Councilman Bulger to declare the Crown Victoria police
cruiser worth only scrap and authorize removal from the dealer and dispose of the vehicle. Vote: 4-0.
Motion carried.
Mayor Frisch stated that he found out the siren at the fairgrounds does belong to the EOC. VA Martin
said that he called Sound Systems last Thursday, and they came right out to look at the siren.
Councilman Bulger will call to find out exactly who the siren belongs to so that we can determine who
needs to pay for getting it fixed. Until then, FO Gullett is to hold off on mailing the warrant for Sound
Systems.

Streets & Properties: Councilman Yakoubian stated there is a property across from the Seneca Street
park that needs mowed, the address might be 70 Seneca Street.
Councilman Bulger stated that the city of Tiffin is going to silent crossings at a few train crossings in
town. Double gates were installed so that traffic cannot enter the crossing while they are down at all.
Bulger wondered if it would be of any interest to look into something similar for the crossings in Attica.
There was some discussion on safety concerns but if the gates did indeed make is impossible for anyone
to enter, it could be something to look into.
Solicitor Heyman explained the annexation process for the property east of the tracks at Beck. VA
Martin explained the property and that part of it is already annexed into the Village. This annexation
would include their other driveway and allow them to keep the driveway. An ordinance would need to
be passed tonight to allow the mayor to enter into contract with the township for the annexation and
continue with the process.
Mayor Frisch conducted the swearing in of Chad Legron as Councilman.

st Read ORD 2021-6: AN ORDINANCE AUTHORIZING THE MAYOR OF THE VILLAGE OF ATTICA, OHIO TO
ENTER INTO AN ANNEXATION AGREEMENT BETWEEN THE VILLAGE OF ATTICA AND THE TOWNSHIP OF
VENICE FOR THE ANNEXATION OF PROPERTY.
Motion by: Councilman Love, seconded by Councilman Bulger to suspend the three-read rule on ORD
2021-6. Vote: 5-0. Motion carried.
Motion by: Councilman Love, seconded by Councilman Bulger to declare an emergency on ORD 2021-6.
Vote: 5-0. Motion carried.
Motion by : Councilman Love, seconded by Councilman Bulger to adopt ORD 2021-6. Vote: 5-0. Motion
carried.

Parks: VA Martin advised that footers have been laid at the basktetball courts and he contacted AEP
about a light. It should be around $22 a month for a new light there.

Trees: Tree Commission Member Lance Drummond reviewed some plans that he had in mind for tree
trimming and that he’s reached out to different companies to conduct the work. He is planning to have
tree trimming done early next month and stump grinding at another time, due to costs. He is also still
trying to locate a moon tree to plant.

Fire: Councilman Bulger reported: had meeting, paid bills, 18 calls and 2 with significant saves, planning
to award crew and notify local paper when significant saves are done, moving to only 1 meeting a
month instead of 2, removed 1 firefighter from roster due to lack of training/expired training.

EMS: Councilman Love reported: will be keeping house in Attica as a base for EMS to use, also moving to
1 meeting a month at end of month, will need to find an alternate as Fire/EMS meetings will now
conflict.

Cemetery: none

Personnel: Councilman Yakoubian asked if we should still have the ad for the Water Operator posted on
the website. VA Martin advised that what we’ll need in terms of employees will depend heavily on
whether or not we are selling operations.

Zoning Commission: none

Finance & Rule: Cash balance of all funds $ 1,414,300.23. All funds includes CDs and reserved or
restricted funds, and debt reserve funds. FO Gullett advised that the amount of money that will be
available to the Village from American Recovery Plan funds will be reduced, as townships will now be
included in the disbursements. Gullett also advised that the PEP renewal was received in the mail earlier
but is quite a bit higher than usual. Per PEP, it is mostly related to a property valuation assessment
completed last fall by PEP. There is also still some police cars and equipment on the coverage that can
be removed. Renewal information is submitted early in the year, and the Village still had possession of
the cars and equipment then. It needs to be reviewed, edited, and returned to PEP for a new quote.

Village Income Tax: none

Water & Sewer: VA Martin advised that they are still waiting on Hach to schedule training for the
turbidity meter project. Dakota will have his lab certification on July 26th.

Village Website & IT: none
