Mayor Nathan Frisch called the July 22, 2021 Village of Attica Council regular meeting to order at 7:32
PM.

Roll Call: George Yakoubian, Kirk Stanfield, Tim Bulger, Lynn Love, Chad Legron, Louis Sanders
Others Present: Village Administrator Greg Martin, Solicitor Heather Niedermeier Heyman

Approval of Warrants: Motion by Councilman Bulger, seconded by Councilman Yakoubian to approve
the warrants for payment. Vote: 6-0. Motion carried.

Approval of Minutes: Motion by Councilman Bulger, seconded by Councilman Sanders to approve
minutes. Vote: 6-0. Motion carried.

Written & Oral Communication: Resident Mary Brook and her daughter were present to discuss her
utility bill. It was received late in the mail, after the due date. Brook paid the bill right away, but received
the next bill with a penalty. Council recognized that USPS delays impacted the bill. All utility bills are
mailed at the same time, on or before the 1st of the month. Once they are given to the post office, any
delays in delivery are out of control of the Village. Brook’s daughter noted that Sheryl, the billing clerk,
was very nice to deal with when speaking to her to try and square away the balance due.
Motion by: Councilman Bulger, seconded by Councilman Sanders to waive the $8.28 penalty for Mary
Brook. Vote: 6-0. Motion carried.
John Spahr from Seneca County EMA was present to discuss the broken emergency signal at the
fairgrounds. Spahr stated that some time ago, the State of Ohio did a Homeland Security grant. With this
grant, they installed sirens into regions so they would all go off at the same time. They were purchased
only with no maintenance included. The sirens are tied into the county EMA but not owned by them.
Spahr also stated that with all of that being said, there is no technical requirement to repair the siren.
There are several other methods of getting emergency alerts these days. The belief is that if the siren is
located at the fairgrounds, it would be owned by the township and not the Village. FO Gullett is to email
Spahr the invoice from Sound Systems so he can review and discuss with the township. Spahr also stated
that when mitigation grant windows open, time is of the essence. The information needs turned in
immediately, so it would be a good idea to know what you would want done with that type of grant and
get a quote. They are usually a minimum of 75% match, sometimes more. Also, there is still a supply of
PPE to give out if any local businesses are in need.

Public Safety: none

Streets & Properties: VA Martin reported that Sutton Bank is in need of more parking spaces. They
would like to use the other side of the lot behind Village Hall. In exchange, they would maintain, seal,
paint, and remove snow from the lot. Three spots would be reserved for Village use.
Motion by: Councilman Bulger, seconded by Councilman Sanders to allow Sutton Bank to use the other
side of the parking lot behind Village Hall, with three spots reserved for Village use. Vote: 6-0. Motion
carried.

Parks: Councilman Love questioned whether or not the few hours of mowing by Glen Wise was helping
the guys or if more was needed. VA Martin stated that it is definitely helping.
Mayor Frisch stated that he wished to extend a thank you to Sutton Bank, VA Martin and Rhonda Martin
of Sutton for their role in getting the new basketball courts installed at the park on Seneca Street. Kids
are using the new courts. VA Martin stated that fencing is not up yet, but will be. Sealing will also be
done. The Village purchased signage and pea gravel for the project, as well.

Trees: none

Fire: none

EMS: Mayor Frisch asked if the merge was made yet. Councilman Love stated that yes, but they are
needing to come up with a name.

Cemetery: none

Personnel: Councilman Stanfield inquired how Village employee Dakota Conley is doing after the
incident a few weeks ago. VA Martin stated that he is doing fine, and that he was very lucky.
Councilman Bulger stated that we will continue to look for additional help at the water plant if needed,
but applications have been very limited. The Utility Operator listing on Indeed will be refreshed.

Zoning Commission: none

Finance & Rule: Cash balance of all funds $ 1,361,410.29. All funds includes CDs and reserved or
restricted funds, and debt reserve funds.
As stated before, the PEP insurance policy is up for renewal. FO Gullett was able to submit some
changes to the policy renewal, dropping coverage on some police equipment no longer owned by the
Village and saving $2,638 from the original quote. Renewal information had to be turned in earlier this
year when the Village was still in possession of the police cars and equipment. The policy renewal
amount is now $42,277. This includes property and liability insurance coverage for a range of items,
buildings, and equipment owned by the Village, as well as several liability situations. PEP was onsite last
fall to conduct a visual inspection of land and buildings owned by the Village for valuation purposes. This
is part of the reason for the increase in premiums.
Motion by: Councilman Yakoubian, seconded by Councilman Bulger to renew the PEP insurance policy at
the $42,477 rate. Vote: 5-0, with Councilman Stanfield abstaining. Motion carried.
FO Gullett also presented RES 2021-7: Amended Permanent Appropriations for 2021. These
amendments included changes to Fund 2151 to align program codes for the AVR reimbursement and
changes to Funds 5101 and 5201 to align program codes for the additional cost of the PEP renewal.
Savings from changes in personnel this year covered the increase to both funds. No additional
appropriations were needed in 5101/5201.
Motion by: Councilman Yakoubian, seconded by Councilman Sanders to suspend the three-read rule on
RES 2021-7. Vote: 6-0. Motion carried.
Motion by: Councilman Yakoubian, seconded by Councilman Sanders to declare an emergency on RES
2021-7. Vote: 6-0. Motion carried.
Motion by: Councilman Yakoubian, seconded by Councilman Sanders to adopt RES 2021-7. Vote: 6-0.
Motion carried.

Village Income Tax: none

Water & Sewer: VA Martin stated that they are still waiting on Hach to schedule the install and training
for the turbidity meters.
Councilman Yakoubian stated that he followed up with the billing clerk on the date issue on utility bills.
The meter reader is basically so old that it ran out of dates. Only dates are affected, and there is no
affect on usage readings.
Councilman Love questioned where they were on the water operations valuation. Councilman
Yakoubian stated that only a preliminary report was issued, and when Arcadis has it finalized everyone
will get a copy.

Village Website & IT: none

Unfinished, Old Business and New Business: Councilman Stanfield followed up on some information he
read into about voting. He stated that to suspend a 3-read rule, 3/4 of a full body is needed. In order to
declare an emergency or adopt as emergency, only 2/3 is needed.

Councilman Bulger stated that John Spahr from Seneca County EMA brought up a good point. That the
Village should really start looking at the ditches and determining if any work needs done and collecting
quotes if needed. It was also discussed that the county does some ditch maintenance, and that
permission is also needed from the homeowner for certain work to be done.
