Mayor Nathan Frisch called the August 17, 2021 Village of Attica Council regular meeting to order at
7:33 PM.

Roll Call: George Yakoubian, Kirk Stanfield, Tim Bulger, Lynn Love, Chad Legron, Louis Sanders
Others Present: Village Administrator Greg Martin
Approval of Warrants: Motion by Councilman Yakoubian, seconded by Councilman Bulger to approve
the warrants for payment. Vote: 6-0. Motion carried.

Approval of Minutes: Motion by Councilman Bulger, seconded by Councilman Love to approve minutes.
Vote: 6-0. Motion carried.

Public Safety: none

Streets & Properties: VA Martin reported that the 1-ton truck is down after a tie rod fell off of it. This is
the truck that is used for brush pickup. Brush pickup will be on hold until the truck is fixed. Residents can
take their brush to the pile behind the KofC Hall, if able. As a reminder, that is for brush only – no
garbage. Also from Martin, there will be sealing of parking lots conducted on 9/11.

Councilman Yakoubian called attention to some drainage and flooding issues around town. Specifically,
areas south of Eden Street get backed up, and the drainage ditch for that area may be clogged and need
cleaned out. Councilmen Yakoubian and Bulger both walked some of the area and ditch line to see
where problems may be. Yakoubian presented Council with pictures of flooding and the areas in
question, noting that he feels the flooding in the area by his home on Woodwind has increased over the
last 16 years of his residency. Water, he said, is pooling in areas and not flowing freely away from the
Village. Some discussion was had on where the water should be flowing and areas of overgrowth were
acknowledged in the photos. It was decided that to do it properly, the Village would need to hire
someone to clear the ditch out. VA Martin suggested Terry McConnell Excavating, as he does this type of
work often in the area. He can reach out for a quote so that the Village is aware of the cost and can
prioritize it on the project list. There may also need to be some approval from the county if there is to be
any rerouting of ditches or drainage. FO Gullett also suggested reaching out to John Spahr from Seneca
County EMA, as he mentioned grants available for ditch work when he visited a few meetings ago.

Parks: VA Martin advised the new basketball courts are finished but need sealed. Should be completed
when the other lots are done in September.

Trees: none

Fire: Councilman Bulger reported: meeting is tomorrow, 12 service calls in the last month, experiencing
trouble with dispatching with the new system.
Councilman Yakoubian asked if there was anything found out about the siren. VA Martin advised that
the only thing John Spahr found is that it was put in with funds from a CBDG grant from a long time ago,
and he isn’t sure who backed that at the time. Mayor Frisch advised to find out if Spahr still plans to
attend a township meeting to further decide on ownership of the siren before making any other moves.

EMS: Councilman Love presented some information from the proposal on a county-wide EMS district.
The presentation contained revenue figures from each district and ideas on what the structure would
look like. It is not yet known where stations would be, but the goal is to have two full-time squads at
each station. It was also reported that it wouldn’t have to be limited to land already owned by districts.
It is unknown if the plan would be to transport to Willard or Tiffin for patients need a hospital from
Attica area. Love noted that there is a meeting on 9/2 at North Central Ohio ESC in Tiffin that is open to
the public, encouraging those with questions to attend.
Cemetery: Councilman Sanders reported: had meeting, paid bills.

Personnel: The Indeed job listing is active; no applications received.

Zoning Commission: none

Finance & Rule: Cash balance of all funds $ 1,402,467.81. All funds includes CDs and reserved or
restricted funds, and debt reserve funds. July Bank Reconciliation was passed for review and approval.

Village Income Tax: none

Water & Sewer: July Utility Adjustment Report was passed for review and approval.
VA Martin reported that Dakota passed his lab certification exam.
Councilman Bulger asked if anything was done about the date issue on the bills. VA Martin stated they
are dealing with iTron on the issue. The reader no longer has support and there may be a clock battery
they can change. FO Gullett advised that the billing software rep did confirm that he can get a
replacement reader set up on the system if purchased, and there might be something they can do in the
billing software to convert the dates, but that is still being investigated. Martin reiterated that it only
the date that is wrong, nothing with the usage. He also stated that if we can’t get it fixed or a
replacement, there will be roughly 150 meters that will need replaced that are currently read by the
handheld in question.

Village Website & IT: none

Unfinished, Old Business and New Business: Mayor Frisch distributed the final report released by
Arcadis for review by Council. Councilman Love declined, recused from discussion due to personal
conflict of interest.
