Mayor Nathan Frisch called the December 31, 2022 Village of Attica Council Special meeting to order at 9:03am.

Approval of Warrants: Motion by Councilman Bulger, seconded by Councilman Sanders to approve the warrants for payment. Vote: 4-0. Motion carried.
Personnel Discussion: Councilman Beamer reported speaking with the Solicitor about the 35 hours and then reducing Gary’s rate, we cannot do that we can limit the 35 hours. Councilman Sanders asked what are we going to do? Councilman Beamer stated Well, it'd be my recommendation to pay a class three operator, which would cover Gary and or Jeret $60 bucks an hour for up to 35 hours combined. Councilman Sanders asked what would be do about the other 5 hours. Councilman Beamer reported that he had a call from Gary this morning to report that Dakota has an interview and he doesn’t plan to stick around if Dakota leaves. Mayor Frisch asked what Council thought about giving Dakota another raise. Councilman Sanders said we just gave him a raise and he doesn’t have his class 1 license yet. Councilman Stanfield stated the same. Mayor Frisch said well we need someone to plow the streets. Councilman Beamer said he doesn’t have a problem allowing the class 3 operators up to 40 hours per week, not exceeding 35 hours for each person.

Councilman Beamer moved to pay water class 3 operators $60 an hour up to 35 hours per week, not to exceed 40 hours per week in combination with no benefits effective January 1, 2023, e.g. operator 1- 30 hours, operator 2- 10 hours = 40 hours, Councilman Bulger seconded. Vote: 4-0. Motion carried.

FO Hatfield presented Ordinance 2022-18 2023 Temporary Appropriations for the third reading. Councilman Sanders moved to approve, Councilman Bulger seconded. Vote: 3-1 with Councilman Stanfield voting no. Motion carried.

Motion by Councilman Beamer, seconded by Councilman Bulger to adjourn the meeting. Time: 9:26 am. Vote: 4-0. Motion carried.
