Mayor Nathan Frisch called the January 26, 2023 Village of Attica Council regular meeting to order at 7:36 PM.

Approval of Warrants: Motion by Councilwoman Love, seconded by Councilman Sanders to approve the warrants for payment. Vote: 3-0. Motion carried.
Approval of Minutes: Motion by Councilwoman Love, seconded by Councilman Sanders to approve the minutes. Vote: 3-0. Motion carried.

Public Safety: None.

Streets & Properties: Mayor Frisch reported he obtained a quote from Bill Sowers Tree service to remove the 5 trees at the top of the tree committee’s list; which includes the trees at the following locations, 103 N. Main St., the girls’ softball field, 115 Eden St., 98 Eden St., and 115 E. Main St. This would include grinding the stumps. The quote was in the amount of $6,350. The Mayor proposed paying for $2000 out of the Mary Jane Brakeall Improvement fund and the remaining out of the street fund. He also reported that one of the property owners is willing to cover half of the cost to remove that tree in his right of way.

Councilwoman Love moved to approve the proposal, Councilman Sanders seconded. Vote: 3-0. Motion carried.

Parks: Councilwoman Love reported Rick Bowerman is going to propose the CPR training to the coaches. He will get back to her.

Trees: Discussed in Streets and Properties.

Fire: Councilman Sanders reported they had a short meeting and signed checks.

EMS: Councilwoman Love reported the joint ambulance district will hold one meeting a month; the meetings will be held on the third Thursday at 7 pm.

Cemetery: Councilman Sanders reported no meeting.

Personnel: Councilman Sanders moved to hire Trevor Poole as of January 30, 2023 at $19 an hour for a full-time maintenance position. He will focus on sewer, parks, and streets. Councilwoman Love seconded. Vote: 3-0. Motion carried.

Zoning Commission: None.

Finance and rule: Cash balance: $1,512,556.17. All funds includes CDs and reserved or restricted funds, and debt reserve funds.

Water & Sewer: Alyssa Mason was present on behalf of the residents of 111 Lemmon St. The property is unoccupied and the owners live out of town. With the cold weather they had a pipe freeze and break causing a $3550.71 utility bill. The resident asked via email for council to consider giving them a credit for the sewer portion of their bill. After further discussion, Councilman Sanders moved to credit 111 Lemmon St. for the sewer portion of their bill in the amount of $1643, Councilwoman Love seconded. Vote: 3-0. Motion carried.

Mayor Frisch presented council with a quote from Core & Main to purchase 155 new meters, 157 readers, and 2-2-inch meters; which totaled $46,850. He asked that Council consider purchasing these meters with American rescue funds due to the Villages precarious position with the current antiquated meters and readers, as well as the long lead times to get meters. Councilwoman Love motioned to move forward with the purchase using American Rescue Funds, Councilman Sanders seconded. Vote: 3-0. Motion carried.
