Mayor Nathan Frisch called the May 25, 2023 Village of Attica Council regular meeting to order at 7:35 PM.
Roll Call: Ed Beamer, Keith Hopple, Louis Sanders, Kirk Stanfield,

Others Present: Solicitor Heather Heyman Niedermeier

Approval of Warrants: Motion by Councilman Beamer, seconded by Council Sanders to approve the warrants for payment. Vote: 4-0. Motion carried.

Approval of Minutes: Motion by Councilman Beamer, seconded by Councilman Sanders to approve the minutes. Vote: 3-0 with Councilman Hopple abstaining. Motion carried.

Written & Oral Communication: Alan King was present to compliment Laborer Dakota Conley. He saw Dakota and Trevor laying cold patch one day. He was impressed they were driving the dump truck over the cold patch after applying it. He wanted to ensure Dakota was recognized for his work ethic. Brian Shock was present due to a speed limit sign that has been in his yard for several years. He stated it is in the wrong location. He said it should be at the village limits sign as opposed to where it currently is. He requested that we move it.

Public Safety: None.

Streets & Properties: Councilman Beamer listed 7 properties in town with high grass one of them being Village property. Fiscal Officer Hatfield reported she reached out to the Sheriff concerning the tall grass. She stated the Sheriffs Dept would like the Village to send the letters to residents. Councilman Sanders reported there are several street lights out in town. He stated he would list the ones and town and report them to the electric company. Councilman Stanfield reported the “Welcome to Attica” sign on the east side of town has disappeared. The Mayor stated if anyone knows of anyone interested in replacing the signs, the project is available. The interested party from last fall is no longer interested.

Cemetery: None.

Personnel: Councilman Beamer reported he had a resume for a Class II operator he was interested in offering the administrator position. He is going to reach out to the individual to schedule an interview.

Zoning Commission: None.

Finance and rule: Cash balance: $1,465,815.67 All funds include CDs and reserved or restricted funds, and debt reserve funds. April Bank reconciliation was presented for approval.

Water & Sewer: Councilman Beamer asked if the Mayor had any update from RCAP. The Mayor responded no. Councilman Stanfield asked if anyone reviewed the papers he passed out at the last meeting. Councilman Stanfield presented a new document today. This document amortized the Village’s USDA loans. Councilman Stanfield stated the village could save $66,000 year if we could eliminate the interest according to his calculations. Councilman Stanfield implied we could cut rates. Councilman Beamer spoke up stating he would prefer to use the savings to replace infrastructure as opposed to cutting rates.
