Mayor Louis Sanders called the June 27, 2024, Village of Attica Council regular meeting to order at 7:30 PM.
Roll Call: Ed Beamer, Owen Best, Keith Hopple, Nicole Lenhart, Kirk Stanfield,

Others Present: Superintendent Tom Scott, Administrator Bryan Shock, Solicitor Heather Niedermeier, Cindy Brookes of RCAP, and Dylan Wyatt with Makeever and Associates

Absent:

Approval of Warrants: Motion by Councilman Beamer, seconded by Councilman Best to approve the warrants for payment. Vote: 5-0. Motion carried.

Approval of Minutes: Motion by Councilman Best to approve the 5/23 & 6/13 minutes, seconded by Councilman Hopple. Vote: 3-0. With Councilman Beamer and Councilwoman Lenhart abstaining. Motion carried.

Written & Oral Communication: Cindy Brookes was present to update Council on the findings of the smoke test. She shared the sanitary sewer system is being infiltrated with storm sewer. There are several manholes on the sanitary sewer with storm sewer grates, allowing storm water into the sanitary system. She also shared in one location the storm sewer is tied directly into sanitary sewer. Cindy also shared her GIS team has been in town working on locating for the GIS System. One area was found with root balls plugging up the sanitary system. Cindy shared because the Village’s Median Household Income is well above the threshold not only is the Village not eligible for many grants, but also, we are too far over the threshold to have an income survey conducted prior to the next census. Cindy indicated that it is important for residents to answer the income questions on the census honestly. Cindy and Dylan shared the regionalization project, a design loan request cannot be submitted until the village has a signed agreement with Willard.

Jaime was present to discuss the various water violations received by the EPA. Tom was present to update Council on his activities since the last council meeting.

Public Safety: None

Streets & Properties: None

Parks: Councilwoman Lenhart shared the June Farmers Market went well. She shared that she had 4 vendors, but still a good turnout. The next Farmers Market will be held on July 7th. She held Bark in the Park Sunday, June 23rd. She shared that she is working on an end of summer carnival with the Events Committee. She hopes to hold that after the fair. She shared she and Tom will be working on reworking Legion Park. Councilwoman Lenhart shared she had a travel team contact her about using the ballfield at Meyers Park. They wish to use the park for tournament games. The team shared they usually pay either $100 a game or $1000 for a full day.

Councilman Stanfield indicated he, Tom, and Bryan met with Rachel Quill out of the Seneca County Soil and Water Conservation. Tom showed Rachel around the village plots that are getting mowed. Councilman Stanfield indicated to plant plants specific for erosion control, the ground would need prepared, it wouldn’t be as easy as spreading seed. Tom spoke up and shared the seed is about $600 an acre. Bryan suggested Councilman Stan

Trees: Councilman Beamer indicated that he discovered a tree on High Street that was about one wind gust from falling. He indicated the sidewalk was up about 6-8 inches. Councilman Beamer shared he had that tree and another one on South Main Street removed the next day. Councilwoman Lenhart shared she is interested in planting trees out at Myers Park. She said there is no shade. She shared that Tom thought that trees would look good along the fence line. Mayor Sanders asked her to do further research and bring the information back to Council for the next meeting.

Fire: Councilwoman Lenhart shared there were 23 total calls for May; 21 were rescue calls, 1 fire call, and one call out for Holmes Township. She reported they are getting ready to sell raffle tickets.

EMS: None.

Cemetery: None.

Personnel: Bryan shared that Honor Society students need community service hours.

Zoning Commission: None.

Finance and rule: Cash balance: $1,449,883.48 All funds include CDs and reserved or restricted funds, and debt reserve funds. FO Hatfield shared the May Bank reconciliation was presented for review.

3rd read RES 2024-12 A Resolution of Necessity on a Tax Levy in Excess of the Ten Mill Limitation for providing park operation.

Councilman Best moved to adopt RES 2024-12, Councilman Hopple seconded the motion. Vote: 5-0.

Fiscal Officer Hatfield let Council know that operating funds are getting tight in the street fund and water fund. Mayor Sander’s asked what she suggested, she indicated the street fund could appropriate from carryover, but the water fund doesn’t have that luxury.

Water & Sewer: Supt. Tom shared that they need a couple of 2-inch meters. They don’t have the software to read them. Fiscal Hatfield let Council know the sewer fund does have $2000 appropriated for meters. Jaime spoke up and indicated the village bought some 2-inch meters that haven’t been used. Supt. Tom is going to follow up with Core and Main to see if they will take them back.

Councilman Best indicated Matt Dooley was planning to talk with Willard to push along their rate proposal. Councilman Best shared he met with Cindy and Brian to discuss the sewer project with Bloomville. They are working to schedule a meeting with Bloomville to negotiate the rates.

Jaime asked shared they will be doing preventative flushing after the July 4th holiday. He asked if someone would post it on Facebook.

Unfinished, Old Business and New Business: Admin Shock shared he asked Charlene Watkins to watch for grants for digital speed signs, he shared they need 6.

Executive Session: Councilwoman Lenhart moved to enter executive session at 8:55 pm, Councilman Best seconded. Vote: 5-0. Councilwoman Lenhart moved to exit executive session at 9:15, Councilman Best seconded.
