Mayor Louis Sanders Called the October 24, 2024, Village of Attica regular meeting to order at
7:33pm.
Roll Call: Owen Best, Ed Beamer, Nicole Lenhart, Keith Hopple.
Others Present: Superintendent Tom Scott, Administrator Brian Shock and Jim Gray
Absent: Kirk Stanfield
Approval of Warrants: None.
Approval of Minutes: None.
Written and Oral Communication: Jim Gray announced his interest in the open Council seat.
Beamer asked Jim to tell Council about himself. Jim stated he was born and raised in Attica.
Motion by Councilman Best to appoint Jim Gray the open Council seat, seconded by
Councilman Beamer. Vote 4-0. Motion carried. Councilwoman Lenhart read a letter from Cheryl
Thompson addressed to the Village Council in regards to the weekly brush pickup coming to an
end. Thompson stated that she has a lot of leaves falling in her yard up until the month of
December, Thompson asked for the Village to continue the brush pick up through the month of
November or to unlock the dump site every Saturday to the public. Supt. Scott Stated that the
gates are unlocked Monday-Friday from the Hours of 8am-3pm. Councilman Hopple Stated
that he is willing to open the gate every Saturday from 9am-1pm. Councilwoman Lenhart
stated that she thinks the brush route is being abused and the cost of operating a full day of
brush clean up doesn't seem valuable. Supt. Scott Stated that someone had dumped their pile
of brush in the parking lot at the Legion Park. Council agreed not to extent brush cleanup, but
Councilman Hopple will unlock the gate every Saturday from 9am-1pm until the end of
November.
Public Safety: None.
Streets and Properties: Councilman Beamer stated he is working with Administrator Shock on
getting zoning ordnances, he has a gentlemen looking into purchasing some property but had
some questions. Administrator Shock stated that he is apart or the old village. Councilman Best
stated he has an electronic copy of the ordnance he would send to Councilman Beamer.
Councilwoman Lenhart asked what the plan was for salting the roads for winter.
Councilwoman Lenhart stated that last year Charlene Watkins had mentioned ODOT was
looking for rural communities to store salt that it was something to look into again, Councilmen
Best stated he would reach out to Fostoria Economic Development Department.
Parks: Councilwoman stated that her and Supt. Scott met and worked out a plan for the park
trees, trees will be shipped between November 1st and December 16th. There are 30 trees being
delivered, any extra trees will be spread out around the Village. Councilwoman Lenhart stated
she is going to start working on 2025 Park plans and the possibility of working with the Legion
to add T-Ball fields at the Legion park. Supt.Tom stated he is going to finish removing the old
asphalt from the Legion park. Councilwoman Lenhart gave an update on the Attica Hometown
Christmas, November 16th from 12pm-6pm. Councilwoman Lenhart asked council if they were
okay with Village Maintenance pulling the new equipment in the parade, no one had any
objections. Sup. Scott stated that they winterized the parks and the water is shut off, it was
stated that the port a pots are still at the parks and they need to be removed.
Trees: None.
Fire: Councilwoman Lenhart stated there were 22 calls for the month of September. Fire Chief
Jaynes would like updated contacts for council.
EMS: None.
Cemetery: Councilman Hopple stated the grant for the monument has been received.
Personnel: Councilman Best stated he met with a class 3 water operator, he stated that
though he did think it would be a good fit, it didn't seem like the operator interested at this time.
Councilman Best stated that he and Councilwoman Lenhart met with a Fiscal officer applicant
and he’d like to discus it more in an executive session.
Zoning Commission: None.
Finance and Rule: (Note: FO Hatfield was not present, Councilwoman Lenhart handled
Ordinances in her place.) Councilman Best moved to suspend the three-read rule on Ordinance
2024-27, Councilman Beamer second. Vote 5-0. Motion Carried. Councilman Best moved to
declare an emergency on Ordinance 2024-27. Councilman Beamer second. Vote 5-0. Motion
Carried. Councilman Best moved to Adopt Ordinance 2024-27, Councilman Beamer second. Vote
5-0. Motion Carried.
Water and Sewer: Councilman Best stated he received some feed back from Willards
Administrator in regards to the draft of the purchase agreement on the regionalization project
with Willard. Councilman Beamer stated that it didn't seem like any major issues and it should
be minor. Councilman Best stated he would be meeting with Matt to go through those points.
Councilman Best stated to talked to David from RCAP about the online GIS system, he stated
that there is funding available for the GIS to be done for sanitary. Councilman Best stated that it
needed to be done by mid March. Council didn’t oppose. Councilman Best wanted to inform
everyone that Ohio EPA requires a service line inventory to be done on every service line in our
distribution system, stating if the line is Lead, Galvanized, or Copper. Roughly 500 out of the 550
are currently “unknown lines”
. Anything unknown or lead we are required to send out a
notification to that residence letting them know their line is lead or unknown. Councilman Best
would like the Village to be aware of these letters being sent out. Letters need to be mailed out
before November 17th. Mayor Louis stated that a small group was going to be meeting with
Bloomville within the next week to talk more about the regionalization of sewer.
Village Website and I.T.: None.
Unfinished, Old Business: Councilwoman Lenhart stated she had 2 mockups for the new Village
signs and wanted councils opinions. Council discussed the changing of the font. She stated she
would get them ordered if everyone was okay with it. No one opposed. Councilwoman Lenhart
stated she wants to get solar spotlights to light them up at night and do nice landscaping
bricks around the bottom and do landscaping.
New Business: Councilman Best moved to suspend the three-read rule on Ordinance 2024-26,
Councilman Beamer second. Vote 5-0. Motion Carried. Councilman Best moved to declare an
emergency on Ordinance 2024-26, Councilman Beamer second. Vote 5-0. Motion Carried.
Councilman Best moved to Adopt Ordinance 2024-26, Councilman Beamer second. Vote 5-0.
Motion Carried. Sup. Atnd. Scott gave a brief update on Village Maintenance duties. Supt. Scott
asked if we could use funds out of sewer to buy more meters. Council said it sounded like a
good idea but they’d need to consult with the village solicitor on the matter. Supt. Scott gave a
brief overview of how their first water line brake went, overall it went well and saved the Village
money. Councilwoman Lenhart informed everyone that the Sealed Bids were completely
ready to go and all Bid items had tags on them. She was only able to get ahold on the Attica
Hub to run the Ad on the 31st and again on the 7th. She stated the Ad price was $463.77. Council
all agreed that we didn't want to spend that much. Councilwoman Lenhart stated she would
rework the Ad and resubmit it.
Executive Session: Councilman Best made a motion to move into an executive session to
discuss personnel. Councilman Hopple seconded. Vote 5-0. Motion Carried. Councilman Best
made a motion to move out of Executive session, Councilman Hopple Seconded. Vote 5-0.
Motion Carried. Councilman Best moved to approve the hiring of Isaac Philips to fill the Fiscal
Officer position at $20,000 annually affective immediately, Councilwoman Lenhart seconded.
Vote 5-0. Motion Carried. Councilman Best moved to enter a contract with Fiscal Officer Natasha
Hatfield at $25 a hour during the training period with a cap of 10 hours a week, Councilwoman
Lenhart seconded. Vote 5-0. Motion Carried.
