Approval of Warrants:Motion by Councilman Best to approve the warrants for payment, seconded by CouncilmaBeamer. Vote: 6-0 Motion carried. 

Approval of Minutes:Motion by Councilwoman Lenhart to approve 11/14 minutes, seconded by Councilman Best. Vote: 6-0. Motion carried. 

Written & Oral Communication:Resident Mary Bolen came to the meeting to question why her water bill is estimated every month. Superintendent Scott will install a new meter tomorrow, Nov 15th

Jaime provided an update on the water plant. He has submitted our water loss report to the EPA, estimating 10 million gallons lost which is 23% of water produced. The EPA recommends being at 15% or less. Jaime recommends continuing to install new meters throughout the village to reduce water loss.

Streets & Properties:Administrator Shock provided a quote from Bucyrus Road Materials ($1,975) to repair the rough road spots from a previous water line repair on West Tiffin St. 

Councilman Beamer made motion to approve and Councilman Best seconded the motion.

Councilman Best moved to suspend the three-read rule on Resolution 2024-21, Councilwoman Lenhart seconded the motion. Vote: 6-0. Motion Carried. 

Councilman Best moved to declare an emergency on Ordinance 2024-21, Councilwoman Lenhart seconded the motion. Vote: 6-0. Motion carried. 

Councilman Best moved to adopt Ordinance2024-21;Councilwoman Lenhart seconded the motion. Vote: 6-0. Motion carried

Water & Sewer:Councilman Best setting up a meeting to connect with Willard on the regionalization project and respond to any questions on the draft agreement that was provided. Also provided was an update on the Bloomville sewer regionalization project noting Councilman Beamer and himself have met with them. Current conversations are underway to better understand our operating costs. No new meeting is currently scheduled.

Unfinished, Old Business and New Business:FO inquired with Solicitor Heyman on paying an invoice to employee Gates for using his trailer. She responded by saying it is up the council to decide, but encourages the council to establish an agreement before any further transactions of that nature take place. The council decided to table this matter. 

Superintendent Tom provided a quote to purchase a trailer to move the new mini excavator and skid steer around. The quote is for $4,350 from John’s Trailers in Temperance Michigan. 

Councilman Stanfield made motion to approve the purchase of a trailer up to $4,500, Councilwoman Lenhart seconded the motion. Roll call vote 6-0, motion carried.

FO inquired about any information or knowledge that the council could provide to help in the building of 2025 budget. Councilman Best advised to setup a meeting with finance committee. Finance committee will meet Nov. 19 at 5:30pm.

Councilman Beamer made motion to move the next scheduled council meeting from Thursday, Nov. 28th to Monday, Nov. 25that 7:30pm. Councilman Hopple seconded the motion. Roll Call 6-0 vote. Motion Carried. 

Councilman Beamer made motion to move into executive session to discuss personnel. Councilman Best seconded the motion. Roll call vote 6-0, motion carried.
