Approval of Warrants:Motion by Councilman Beamer to approve the warrants for payment, seconded by Councilwoman Lenhart. Vote: 6-0 Motion carried.
Approval of Minutes:Motion by Councilwoman Lenhart to approve 12/12/24 minutes, seconded by Councilman Hopple. Vote: 5-0. Councilman Best abstaining. Motion carried.
Written & Oral Communication:Operator Mendoza provided water and sewer updates starting with a quote of $7,000 to rent the equipment needed for a week to clean the lagoons. Secondly, Operator Mendoza suggested purchasing a leak detector for the Village to perform its own tests without needing sub-contractors.
Councilman Stanfield requested 2024 water loss information,Operator Mendoza will provide that information.

Parks: Councilwoman Lenhart provided an update on porta-potty price increases for the coming year, to offset that she would like the council to consider opening the bathrooms at Myers Park. Councilman Best shared his concerns of the inability to monitor and upkeep the bathrooms.

Personnel:Councilman Best shared he knew someone who could help in the summer providing labor for mowing and seasonal work, if we want to keep our full-time staff focused on meter changes.

Finance and rule:Cash balance: $1,100,785.66All funds includeCDs and reserved or restricted funds, and debt reserve funds.
Fiscal Officer brought 2025 budget and appropriations for consideration
Councilman Beamer made motion to suspend the three readrule, Councilwoman Lenhart seconded the motion. Vote 5-1motion carried. Councilman Stanfield opposed

Water & Sewer:Councilman Best provided status update on Willard and Bloomville regionalization projects. Bloomville is meeting internally and will schedule another meeting after the new year. The EPA would like to meet in early January to get an update on the Willard project.
Councilman Best also provided the updated rate schedule for 2025 with a 3% increase. This increase will renew every year unless the Board decides otherwise.

Unfinished, Old Business and New Business:Councilman Stanfield inquired if Mayor Sanders has talked to Bob Schoen about the trailer near the Simple Life Diner. Mayor Sanders has not, but will reach out to him.
