Absent:

Approval of Warrants:Motion by Councilman Beamer to approve the warrants for payment, seconded by Councilwoman Lenhart. Vote: 6-0 Motion carried. 

Approval of Minutes:Motion by Councilwoman Best to approve 12/23/24 minutes, seconded by Councilman Beamer. Vote: 6-0Motion carried. 

Written & Oral Communication:

Resident Louis Hoyles on behalf of the Knights of Columbus inquired on the K of C hall water and sewer bill. Councilman Best explained the Village’s meter reading system had not been operating correctly and the hall was being billed the minimum usage of 2 water units and no sewer usage per month for the entirety of 2024. When the meter was read it showed usage of 41 units. So the system billed them for the entire 41 units even though they had already paid 24 units. Councilman Beamermade motion to adjust their bill to be reduced by the paid for units throughout 2024. Councilwoman Lenhart seconded the motion. Vote 5-1 with Councilman Stanfield abstaining

Administrator Shock has obtained the title to the abandoned car at the sewer treatment plant, Councilwoman Lenhart will put the car on Facebook for auctions. 

Supervisor Scott provided updates on the water leak they have been chasing on the east side of town.

Streets & Properties:Councilman Best inquired on plans to fix the street in Buckeye Village after fixing the leak, Supervisor Scott said once the ground thaws it will be repaired. 

ParksCouncilwoman Lenhart noted she is working on finalizing a list of activities for the year.

Councilwoman Lenhart also met with the American Legion about putting two T-Ball fields in at the Legion Park, they are on board and asked us to provide a budget.

Councilman Best inquired if this project will take up Supervisor Scott and his teams time while they should prioritize the meter changing project. He suggested trying to get community help for this project.

Finance and rule:Cash balance: $1,138,224All funds includeCDs and reserved or restricted funds, and debt reserve funds.

Water & Sewer:Councilman Best provided updates on the GIS mapping of the sanitary sewer system as well as outstanding violations with the EPA. Notably the water tower is in need ofan inspection. Councilman Best noted the mixer motor in the tower needs replaced, the quote we received was for $20,000. Councilman Best requested Administrator Shock to look intomore competitive quotes.

Councilman Beamer nominated Councilman Best as Council President, Councilwoman Lenhart seconded motion. Vote 6-0. Motion carried.

Councilman Best made motion to move into executive session to discuss personnel. Councilman Beamer seconded the motion. Vote 6-0, motion carried.

Councilman Best made motion to exit executive session. Councilman Beamer seconded the motion. Vote 6-0, motion carried.
