Approval of Warrants:Motion by Councilwoman Lenhart to approve the warrants for payment, seconded by Councilman Best. Vote: 5-0 Motion carried.
Approval of Minutes:Motion by Councilman Bestto approve 2/27/25 minutes, seconded by Councilwoman Lenhart. Vote: 5-0, Motion carried.
Written & Oral Communication:
Tim Heibertshausen on behalf of the Sons of the American Legion Post 260 to present a $2,500 donation for the legion park project. Council thanked the Legion for their donation and is excited to move forward on improving the park.
RCAP representative Brookes provided updates regarding the refinancing of the USDA water loans with OWDA, notably the last and largest loanhas been given the green light to be refinanced. She has started the refinance application and will keep Council updated as the process moves forward. With these refinances the water debt repayment reserve fund with $169K in it will be able to be released to the water operative fund.
Administrator Shock provided an update on the funeral bill that was invoiced to the Village. Noting legislation in the ORC for municipalities being responsible for funeral expenses for indigenous people with no other living relatives. The village will need to draft legislation to create a maximum billable amount.

Streets & Properties:Councilman Beamer is awaiting quotes from Bucyrus Road Materials, noting the poor road conditions around town, some of which have been exacerbated by the increased heavy traffic from the train derailment detours. Also brought to attention was a zoning ordinance prohibiting utility trailers to be parked along the streets for more than 72 hours and for business use.
Parks:Councilwoman Lenhart provided quotes and ideations for the legion project. Martin Excavating said they will donate time and would submit an amount at the end of the project to be paid. Also noted was the new Village entrance signs are in and will be installed in the coming weeks.

Personnel:Councilman Gray provided updates on the search for a water operator, nothing interviews are continuing to be conducted with some positive responses.
Zoning Commission:None
Finance and rule:Cash balance: $1.1MAll funds inclusive ofreserved or restricted funds, and debt reserve funds.
Water & Sewer:Administrator Shock provided a quote from Darling’s to clean out one of the lagoon’s for $3,670. Councilwoman Lenhart made motion to accept the quote and Councilman Beamer seconded the motion. Vote 5-0 motion carried.

Councilman Beamer made motion to enter executive session to discuss personnel at 8:42PM, Councilman Best seconded the motion, Vote 5-0 motion carried.
Councilman Beamer made motion to exit executive session at 9:17PM, Councilwoman Lenhart seconded the motion, Vote 5-0 motion carried.
