Minutes:
Mayor Louis Sanderscalled theMay 8th,2025, Village of Attica Council regularmeeting to order at 7:30PM.

Others Present:Administrator Shock,Maintenance Supervisor Scott,Adam Gilmore Tiffin – Seneca Economic Development, and Bill DiFucci of SAFEbuilt

Approval of Warrants:Motion by Councilwoman Lenhart to approve the warrants for payment, seconded by Councilman Gray. Vote: 5-0 Motion carried.
Approval of Minutes:Motion by Councilwoman Lenhartto approve 4/24/25 minutes, seconded by Councilman Gray. Vote: 4-0, with Councilman Beamerabstaining, Motion carried.
Written & Oral Communication:
Adam Gilmore of the Tiffin Seneca Economic Development Partnership along with the County Engineering Contractor, Bill DiFucci, Regional Chief Building Official for SAFEbuilt, presented benefits for joining the partnership to offer commercial building code guidance and permitting in accordance with state codes. Notable advantages are all permitting and inspecting would be done locally allowing for quicker turnaround times compared to working directly with the state. Council was receptive to learning more about the partnership.

Streets & Properties: Councilman Beamer inquired if the village had priced replacing our trash service with Flashes Trash as they have started to service the community and noted they could be cheaper than the current provider, Rumpke.

Personnel:Councilman Gray noted we have posted an opening for a relief, part time Class II Water Operator.
Councilman Beamer recognized Village staff, Tom & Will, for all their hard work, notably helping out Sewer Contractor, Darrin Brown who reached out to share his gratitude for the support Tom & Will have provided.
Zoning Commission:None
Finance and rule:Cash balance: $1.1MAll funds inclusive ofreserved or restricted funds.
Fiscal Officer provided an update on options for refinancing the village hall mortgage, and the possibility of using equity to replace the roof. The next steps needed to continue the process is to receive contractor estimates to replace the roof. Administrator Shock will start the process of obtaining quotes.
Water & Sewer:Councilman Beamer provided an update of the water regionalization project, in the last meeting with NORW and the EPA, the EPA brought a new requirement to the table, a corrosion control study to be completed before connection. The study could take 9 to 12 months. Councilman Beamer questioned the EPA on why this wasn’t brought to light earlier in the process, to which, they provided no response. Councilman Beamer also noted that Water Superintendent Rosemark will drive to Bowling-Green to meet with the EPA to scrutinize the need of the corrosion control study.
Also noted was an update from Willard, Councilman Beamer provided the advantages of connecting with NORW to Willard. Willard’s leadership asked for some time to review if they could bring a new offer to the table. Councilman Beamer noted we will listen to any offer, but the NORW scenario will be hard to compete with.
Village Website & IT:None
Train Derailment: Councilwoman Lenhart noted the railroad committee met with special counsel, Matt Dooley. All parties are currently awaiting core sampling to be conducted, the last scheduled date to collect samples was canceled due to the rainy weather.

Maintenance Supervisor Scott provided updates, noting meter changes remain to be the majority time commitment.
