Mayor Louis Sanderscalled theMay 22nd,2025, Village of Attica Council regularmeeting to order at 7:30PM.
Roll Call:Ed Beamer, Owen Best, Nicole Lenhart,Jim Gray,Keith Hopple, Kirk Stanfield
Others Present:Administrator Shock,Maintenance Supervisor Scott, Solicitor Niedermeier
Absent:
Approval of Warrants:Motion by Councilwoman Lenhart to approve the warrants for payment, seconded by Councilman Hopple. Vote: 6-0 Motion carried.
Approval of Minutes:Motion by Councilwoman Lenhartto approve 5/8/25 minutes, seconded by Councilman Beamer. Vote: 5-0, with Councilman Bestabstaining, Motion carried.

Public Safety: None
Streets & Properties:Administrator Shock brought a request from the Simple Life Diner for a D5 Liquor License which would allow them to serve alcohol until 2:30am. Council has the opportunity to request a hearing for the application or to require no hearing. Councilwoman Lenhart made motion to not request a hearing, Councilman Beamer seconded the motion, vote 6-0, motion approved.
Councilman Best inquired on the plan to fix the impacted roads, Maintenance Supervisor Scott noted we have purchased 7 tons of cold patch to repair the most needed areas once the weather permits.

Fire:Councilwoman Lenhart noted Chief Jaynes has purchased hydrant tags to mark which are not operating. Maintenance Supervisor Scott suggested purchasing a valve exerciser to better maintain the other hydrants and purchasing a few hydrants and trying to rebuild the ones that we can. Councilwoman Lenhart is researching grant opportunities.
EMS:Councilman Gray provided updates on year-to-date statistics, noting 11 calls in the village for January, 12 in February, 5 in March, and 5 in April.
Cemetery:None
Personnel:Councilman Gray provided an update on the search for a part-time water operator, noting, the most recent interviewee canceled. At the moment, there are no other qualified candidates in the pipeline.
Zoning Commission:None
Finance and rule:Cash balance: $1.1MAll funds inclusive ofreserved or restricted funds.
Water & Sewer:Councilman Gray noted our water tower inspection passed.
Councilman Beamer inquired on when the lagoon clean out is happening, Administrator Shock noted the contractor is awaiting the weather, the area is currently flooded.
Village Website & IT:None
Train Derailment: Councilwoman Lenhart noted the railroad committee met with special counsel, Matt Dooley. All parties are currently awaiting core sampling to be conducted, the last scheduled date to collect samples was canceled due to the rainy weather.
Unfinished, Old Business and New Business:
Maintenance Supervisor Scott inquired on Council’s opinion of fixing the old dump truck that is used for brush pickup throughout town. Discussion ensued on ending the weekly brush route and other options such as buying a dump trailer or using the proceeds of selling the backhoe attachment and the old ford trucks to purchase a truck. Council agreed to move forward without fixing the dump truck and to prepare the back hoe attachment, F-250, and F-350 for auction.
