Mayor Bryan Shock called the April 27, 2017 Village of Attica Council meeting to order at 7:29PM. 

Roll Call:  Jeff Love, Kirk Stanfield, Jeff Painter, Nate Frisch and George Yakoubian.  Absent:  Gary Jordan.  Others present:  Village Administrator Martin, Solicitor Palau, Police Chief Turner and residents M/M Lance Drummond, Ed Treft and Scott Dorris.

Motion by Councilman Yakoubian, seconded by Councilman Love to approve the warrants for payment.  Vote:  5-0.  Motion carried.

Motion by Councilman Love, seconded by Councilman Painter to approve the minutes as presented.  Vote: 5-0.  Motion carried.

Written & Oral Communication:  Letter of invitation to attend the May 29, 2017 Memorial Day Parade at 10AM at the Attica Fair Grounds, with speaker, luncheon at K of C afterwards.  Program to honor Edith Works Ayres.  RSVP to Paula Karr by May 15th.  Mayor Shock read a Proclamation honoring Edith Works Ayres, with 5-29-17 as her memorial date.

Public Safety:  Discussion of junk Ordinance (submitted by Solicitor Palau) took place along with grass/weeds (repeat violators, 11 served notice, with 5 days to respond).  1st Read of Ordinance 2017-8 Ordinance regulating Nuisances and Abatement was given.  Grass/weeds Ordinance is to be looked over and discussed at next meeting.   Glass is falling from the Eagles Building.  It was cautioned that the Village cannot do anything with this for liability reasons – it is not the V.A. building.  V.A. Martin will contact  S.C. Commissioner Shayne Thomas on this issue.

Streets & Properties:  V.A. received the $4,100. Insurance $ from the semi damage on Locust Street.  Storm work and catch basin cleaning has taken place, with expected cold patching next week, weather permitting.

Parks:  Councilman Frisch reported that two doors on the Myers Ballpark  concession building will be replaced.  Cost of $85.00 per hour with billing fee of $10. will be made known to the S.E.Ball Club in answer to their question of how much for the Village to mow the Myers Park ballfield (Aug, Sept, Oct).  Ball Club will need to have the conduit made up to code (to the Pitching machine) as they put it in, not the Village.  Greg will locate the bleachers that are missing (at Fairgrounds for welding?).  Stone depends on the pool opening/operating (money availability).  Pool:  applications for Manager, Assistant Manager (wants more info on rate of pay & hours) and Lifeguards (pending their certification) have been received.  The pool will be readied for opening by Greg and others, and will depend on the issues they encounter.  If the repairs are major the pool may still not open.  If this happens the Lifeguards will be reimbursed half of their class fee, due to no fault on their part.  Membership passes were discussed versus a daily fee, due to weather, lifeguard coverage, etc.  Will discuss in two weeks.  Motion by Councilman Yakoubian, seconded by Councilman Frisch to use the 2016 rates of pay as the 2017 rates of pay.  (note:  Minimum wage is $8.15 per hour (Lifeguards); Manager, $8.40 and Assistant Manager $8.30), with official Ordinance to be drafted, and personnel hired for the positions.  Vote: 5-0.  Motion carried.  Resident Lance Drummond asked what sign received the notoriety for getting lifeguards to apply.  Who knows, it may have been our paper advertisements, or school solicitations.  It will be the responsibility of the Manager to schedule Lifeguards and operate the pool, not the Village Administrator’s job.  Repairs to make due to vandalism.  Speed limits were discussed by Myers Park and the Dollar General (into town) area.  Solicitor Palau remarked that State Code dictates signage and motorists are advised to pay attention to their speeds.

Finance & Rule:  $946,392.33 total of all funds.

Water & Sewer:  Line has been disconnected into old s. plant.  Power can be disconnected.  Water is being sold (metered) to the Pipe Liners.  New meters are in, getting 5 new radio reads & pits.  May 4th is training day.  Water supply quantity was questioned, with EPA saying that 365 days of water supply must be made available by the Village.  The old reservoir did not meet those standards.
