Mayor Shock called the June 22, 2017 Village of Attica Council meeting to order at 7:30PM.

Roll Call:  George Yakoubian, Gary Jordan, Jeff Painter, Kirk Stanfield, Jeff Love and Nate Frisch.  Others present:  Village Administrator Martin, Solicitor Palau, Police Chief Turner, Emily Hunter, and residents Ed Treft and Mary Bolen. 

Motion by Councilman Yakoubian, seconded be Councilman Love to approve the warrants for payment.  Vote: 6-0.  Motion carried.

Motion by Councilman Jordan, seconded by Councilman Love to approve the June 8, 2017 minutes as presented.  Vote: 5-0, with Councilman Frisch abstaining.

Written & Oral Communication:  Emily Hunter (advocate) spoke on behalf of Marsy’s Law (Equal Rights for Victims of Crime) that will appear on the November State voting ballot.  Solicitor Palau asked who would pay for the Court appointed Lawyer, Taxpayers or ?.  Ms. Hunter will research this and let us know.  Resident Mary Bolen received an $18XX. Utility bill and wants $ forgiveness on this.  She was away for several months, having someone check on her house but they didn’t notice any leaking, Village employee Halbeisen noticed the huge increase in consumption when meter reading and alerted the homeowner.  Ms. Bolen is to return next month with her noted receipts for corrective work done, a copy of her past (one year length) of utility bills and Council will further discuss the matter.  Motion by Councilman Jordan, seconded by Councilman Love to have Mary Bolen pay $80.00 on this bill now, (103 units used) we will forgo the late fee, and examine the information (1 yr billing) at next meeting to determine if any forgiveness will be issued.  Vote: 6-0.  Motion carried.  Discussion continued on the issue of utility leaks/$ forgiveness and how it should be handled.  Solicitor Palau will draft an Ordinance (with Council’s/committee/billing input as to content).  Councilman Stanfield said that customers should pay something towards their bill, as it costs money to produce the water that was used.  V.A. Martin will get a water production cost to Council.    Council felt a “one-time” forgiveness should be extended to a resident with such leak issues, but Council will make the final decision on $ amounts, if any.  Pool fill ordinance content was discussed again, (nothing has been done on this) and Solicitor Palau will draft an Ordinance (upon input from the W/S committee/utility billing) on this matter.

Public Safety:  No report.  The P.Safety committee will meet June 27, 2017 at 7PM.

Streets & Properties:  L & L Paving will begin street paving (water breaks/semi damage, Hayman Dr) Additional streets will be looked at for potential paving in the future. 

Parks:  Should a “no parking” sign be placed at Myers Park in the grassy area?   No, high volume of traffic on certain occasions cannot be avoided due to limited parking space.

Trees:  Mr. Drummond contacted Chompers Tree Service for tree removal quotes, but the Village will need to review their insurance  and Workers Comp. coverage, and compare all estimates received before any company is chosen and work completed. 

Fire:  Paid the bills.

EMS:  No meeting.

Cemetery:  Meeting held, bills paid.

Personnel:  -

Zoning Commission:  -

Finance & Rule:  Total all funds: $917,263.52   The budget hearing was held at 7PM this evening, with Councilman Stanfield, Solicitor Palau and Fiscal Officer Krebs present.  Motion by Councilman Yakoubian, seconded by Councilman Frisch to approve the 2018 Budget.  Vote:  5-1, with Councilman Stanfield voting No.  The 2017-18 building/content/liability coverage thru PEP will cost $37,390.  Motion by Councilman Yakoubian, seconded by Councilman Painter to approve the 2017-18 insurance coverage by PEP.  Vote: 5-0, with Councilman Stanfield abstaining.  The Police operating budget for 2017 will need an advance (from the S.Co. Auditor before the August settlement) in July as expenses are high, ( $ for the payroll of  July 14 may be short).  Chief Turner has not turned in any officer reimbursement figures for wages, and to date the department has only received $287.40 for Lidar enforcement fees from Blue Line Solutions. This budget cannot sustain the increase in part-time officer coverage and increasing expenses this year or next.  Levy renewals were discussed for 12-31-2018 for both Police and Parks/Rec.   Traffic Court was held tonight, prior to the start of Council meeting.

Water/Sewer:  No Report.  The committee will be meeting in the future (date to be determined) for the quarter end 6-30-17 review.

Motion by Councilman Jordan, seconded by Councilman Yakoubian to adjourn the meeting.  Time: 8:35PM.  Vote: 6-0.  Motion carried.
