Mayor Bryan Shock called the July 11, 2019 Village of Attica Council meeting to order at 7:34 PM.
Roll Call: Nate Frisch, George Yakoubian, Justin VanAlstine, Ed Treft, and Kirk Stanfield
Others present: Village Administrator Greg Martin
Approval of Warrants: Motion by Councilman Yakoubian, seconded by Councilman VanAlstine to
approve the warrants for payment. Vote: 5-0. Motion carried.
Approval of Minutes: Motion by Councilman Frisch, seconded by Councilman Yakoubian to approve the
minutes. Vote: 4-0. Councilman VanAlstine abstains. Motion carried.

Public Safety: none
Streets & Properties: VA Greg Martin stated that they have been out cold patching. He advised if
anyone sees a spot that was missed, please let the Village know. Martin also advised they worked on the
storm line at Seneca and Lemon.
Parks: VA Martin stated that Musco would be coming through on 7/24 to do the lighting at the park.
Councilman Frisch asked if a check had been cut to Mallory Beamer for lifeguard reimbursement. FO
Michelle Gullett advised, yes.
Trees: none
Fire: Had meeting; paid bills. Councilman Frisch requested that the designate for fire needs to let the
backup know if he will be unable to attend meetings.
EMS: none
Cemetery: Councilman VanAlstine stated the concerns about the monument were brought up at the last
meeting. As far as the cemetery board knows, the Legion is responsible for taking care of the upkeep on
it.
Personnel: none
Zoning Commission: none
Finance & Rule: Cash balance of all funds $1,088,516.95. The outstanding debt balance was read. The
June Bank Reconciliation was passed around for review and approval. FO Gullett advised that a
representative from RITA was planning to attend the next meeting. Gullett also advised the PEP
Insurance policy was up for renewal. The anniversary contribution is due in the amount of $35,953 and
needs approval to renew. The cost is approximately $2,000 less this year, because the police
department is not currently active.
Motion by Councilman Yakoubian, seconded by Councilman Frisch to approve the renewal of PEP
Insurance at $35,953. Vote: 5-0. Motion carried.
Water & Sewer: VA Martin stated on Monday there was a water pressure issue, with reads at 32lb and
22lb. After doing checks, they discovered it was due to the height of the tower and the water level in the
tower. Somewhere overnight, roughly 48,000 gallons of water was used. They had it fixed within 15
minutes or so. The tower was not out of water, just low.
A request for approval to write off deceased and bankruptcy accounts for water/sewer bills was passed
around for review and approval, at the request of the Utility Billing Clerk.

Unfinished, Old Business and New Business: Reporter Bonnie Daniel asked if Council would be changing
the dates of August meetings because of the Attica Fair. After some discussion, it was decided to move
the two meetings in August.
Motion by Councilman VanAlstine, seconded by Councilman Frisch to move August Council meeting
dates to August 15th and 29th. Vote: 5-0. Motion carried.
