Approval of Warrants:Motion by Councilman Beamer to approve the warrants for payment, seconded by CouncilmaHopple. Vote: 5-0 Motion carried. 

Approval of Minutes:Motion by Councilman Beamer to approve 11/25 minutes, seconded by Councilwoman Lenhart. Vote: 5-0. Motion carried. 

Written & Oral Communication:Resident Mary Bolen came to the meeting to question her water bill, Councilman Beamer will inquire with Clerk Mason and get back to Mary.

ParksCouncilwoman Lenhart provided an update on trees planted at Myers Park, Administrator Shock noted a rate increase from Theis Septic for next years porta potties at the park.

Personnel:Councilwoman Lenhart inquired on creating an incident report for village employees, Solicitor will draft a policy for council to consider.

Zoning Commission:None

Finance and rule:Cash balance: $1,228,550All funds includeCDs and reserved or restricted funds, and debt reserve funds.

Administrator Shock brought resolution 2024-23 Mitigation Action Plan for the council to consider.

Councilman Beamer made motion to suspend the three readrule, Councilwoman Lenhart seconded the motion. Vote 5-0 motion carried. 

Councilman Beamer made motion to declare emergency, Councilwoman Lenhart seconded the motion, vote 5-0 motion carried. 

Councilman Beamer made motion to approve resolution 2024-23, Councilwoman Lenhart seconded the motion, vote 5-0 motion carried. 

Councilman Beamer brought Ordinance 2024-28 for a second read.

Fiscal Officer brought 2025 budget and appropriations for a first read.

Water & Sewer:Councilman Beamer provided an update on the water regionalization project with Willard. Our attorneys have answered the questions Willard had, he is hopeful a final draft contract can be presented to Willard after the holidays.

As for Sewer, Councilman Beamer provided an update on the regionalization project with Bloomville, negotiations are ongoing. Bloomville will meet internally and a meeting with both parties will be scheduled in the new year. 

Supervisor Scott provided updates on projects throughout the village. For next year the large project to tackle will be replacing meters throughout the village. Supervisor Scott noted we need 320 meters and has received quotes in the $55K range. Appropriations for 2025 brought forth by the Fiscal Officer include a budget of $60K for meter replacement.

Supervisor Scott, inquired with Council on purchasing a leak detector for the Village to replace the need of sub-contracting leak detections out. Councilman Beamer made motion to approve, and Councilman Hopple seconded the motion. Vote 5-0 motion carried.

Unfinished, Old Business and New Business:

Fiscal Officer brought an application and informational packet for STAR Ohio, an investment alternative to the Village’s current bank CD investment. Solicitor will prepare a resolution for the Village to establish a relationship with STAR for future investment.
